Enhances cash awards for federal employees who identify wasteful expenses or prevent improper payments.

Amends title 5, United States Code, to expand the authority of federal agencies to pay cash awards to employees for identifying wasteful expenses or preventing improper payments. Requires the Office of Management and Budget to issue guidance on implementing these changes. The Director of the Office of Personnel Management must ensure compliance and submit annual certifications. The Comptroller General must report on the program's operation every three years.
