Provides a safe harbor from licensing and registration for non-controlling blockchain developers and providers.
The Blockchain Regulatory Certainty Act aims to protect non-controlling blockchain developers and providers from being treated as money transmitters or financial institutions, and from requiring licensing or registration. This protection applies unless the developer or provider has control over digital assets to which a user is entitled. The act defines "blockchain developer" as any person or business creating, maintaining, or disseminating software for blockchain networks or services.
