The Strong Communities Act of 2025 amends the Omnibus Crime Control and Safe Streets Act of 1968 to allow COPS grant funds to be used for local law enforcement recruits to attend law enforcement training programs at eligible entities. Eligible entities include institutions of higher education and local law enforcement agencies. Recruits must agree to serve in law enforcement agencies in their communities for at least four years within an eight-year period.
