Defending Ukraine’s Territorial Integrity Act prohibits U.S. assistance to governments recognizing or supporting Russian claims over Ukraine.
The Defending Ukraine’s Territorial Integrity Act establishes U.S. policy against recognizing any part of Ukraine under Russian control. It prohibits federal funds from assisting governments recognizing Russian claims over Ukraine, including Crimea and Donetsk, Kherson, Luhansk, and Zaporizhzhia oblasts. The Secretary of State may waive this prohibition if it is deemed to be in the national interest, with a report to Congress. The Secretary must also publish a list of affected governments on the Department of State website.
