Provides emergency rulemaking authority to implement language access provisions for District agencies.

The bill grants emergency rulemaking authority to the Mayor to implement language access provisions for District agencies. It mandates agencies to assess language needs, provide interpretation and translation services, and track compliance with language access plans. The Office of Human Rights will oversee compliance and consult with agencies and the D.C. Language Access Coalition. The emergency amendment is effective for up to 90 days.
