Housing Opportunity, Mobility, Equity, and Stability (HOMES) Omnibus Amendment Act of 2026
The District of Columbia B26-0657 amends the Tax Increment Financing Authorization Act of 1998 to modernize the tax increment financing (TIF) process, allowing for noncontiguous TIF areas and renewal districts. It establishes a Housing Acceleration Fund to provide financing for mixed-income multifamily rental housing projects. The act also creates a Lease-Purchase Homeownership Opportunity Program to assist low- and moderate-income households in transitioning to homeownership.
