Establishes housing production and affordable housing targets for the District of Columbia and mandates assessments of impediments to meeting these.

The Fair Share Housing Targets Act of 2025 sets housing production and affordable housing targets for each Planning Area in the District of Columbia. The Mayor must publish these targets every five years, including the start date, and maintain a publicly accessible dashboard to track progress. The Act distinguishes between affordable housing created by new construction and through subsidies or covenants on existing units. It also mandates the Mayor to select an independent evaluator to assess impediments to meeting these targets and propose remedies.
