Proficient Procurement Amendment Act of 2025 exempts certain vehicle and technology procurements from Small and Certified Business Enterprise.

The Proficient Procurement Amendment Act of 2025 amends the Small and Certified Business Enterprise Development and Assistance Act of 2005 to exempt procurements of motor vehicles and technology from the act's requirements. This exemption applies if there is insufficient market capacity, if the procurement is necessary to meet an operational, local, or federal compliance requirement, or if the procurement is directly from the manufacturer, vendor, or data systems and storage.
