The bill modifies subcontracting requirements for health benefit contracts for District employees. Currently, vendors must submit a subcontracting plan when they bid, but this bill allows them to submit the plan after enrollment projections are set and before the plan year starts. This change aims to accommodate the uncertainty of enrollment projections at the time of bidding. There are no associated costs, and funds are available in the fiscal years 2025 through 2028 budget to implement the bill.
