The Housing Development Growth Amendment Act of 2025 establishes the Office of Social Housing Development within the District government. The Office will develop, manage, and maintain mixed-income, permanently affordable rental housing. It will acquire, develop, and preserve social housing developments, ensuring at least 30% of units are for extremely, very, or low-income households. The Office will also manage street-level commercial space to provide community amenities. Tenants will have rights and governance roles through tenant association leadership boards.
