The Tenant Payment Plan Phasing Temporary Act of 2025 creates a temporary program allowing tenants to establish payment plans for rent due to the COVID-19 public health emergency. Eligible tenants must notify their provider of their inability to pay rent due to the emergency and agree to make payments according to the plan. Providers must retain applications for at least three years and make them available upon tenant request. The act prohibits providers from filing collection lawsuits or evictions for nonpayment if a tenant adheres to the payment plan.
