Provides tax credits to businesses for hiring returning citizens in the District of Columbia.

The Helping Incentivize Returning Citizen Employment (HIRE) Amendment Act of 2025 establishes a Re-entry Employment Incentive Program. It offers tax credits to qualifying employers who hire returning citizens. A qualifying employee must have been incarcerated for six months or more within the last five years, released within three years, and continuously resided in the District since release. Employers must sign a Re-entry Employment Incentive Agreement and comply with program requirements. The credits are $5,000 annually for each qualifying employee employed.
