Empowers the D.C. State Board of Education to initiate or amend policy action requests.

The bill amends the Public Education Reform Amendment Act of 2007 to allow the D.C. State Board of Education to initiate or amend requests for policy action submitted by the Office of the State Superintendent of Education. It requires the State Superintendent to submit a work plan or a statement of opposition within 90 days of the Board's resolution. If the Council does not affirm the Superintendent's opposition within 120 days, the Superintendent must submit a work plan within 9 months. The act takes effect after approval by the Mayor and a 30-day congressional review period.
