The Government Recruitment and Retention Act of 2025 establishes recruitment incentives and retention payments for difficult-to-fill positions in District agencies. It authorizes the Mayor to provide recruitment incentives of up to $5,000 for new hires and retention payments of up to $5,000 for existing employees in eligible positions. The Mayor must submit quarterly reports to the Council detailing hiring and retention rates, and the number and value of incentive and retention payments provided.
