Establishes a program to survey businesses and create a strategy for worker cooperative conversions in the District of Columbia.

The bill amends the District of Columbia Consumer Protection Procedures Act to mandate the Department of Licensing and Consumer Protection to establish a program. This program will survey the business ecosystem and develop a city-wide strategy for assisting District business owners in retiring and selling their businesses to their employees through a worker cooperative conversion. The strategy will include policy recommendations, a list of asset opportunities, and a framework for regularly updating the list.
