Expanding Access to Public Restrooms Act of 2025 mandates gender-neutral restrooms in new and renovated parks and creates a fund for public restroom.

The Expanding Access to Public Restrooms Act of 2025 establishes a fund to support public restroom facilities in Business Improvement Districts and Main Streets. It requires the Department of Parks and Recreation to include at least one gender-neutral public restroom in all new and substantially renovated parks that are one acre or more in size. The fund, administered by the Deputy Mayor for Planning and Economic Development, is nonlapsing and supports efforts to provide and maintain public restroom facilities.
