The bill allows the Clemency Board to waive the five-year waiting period for pardon applications if the Office of the Pardon Attorney or the President has provided the applicant with a waiver of the five-year requirement. The Board can decline to grant a waiver even with such notice and cannot grant a waiver if the applicant is on probation, parole, or supervised release. The Board can request additional information from the applicant and must provide written notice of the decision to grant or deny a waiver request. The bill expires 225 days after taking effect.
