The Clemency Board Waiver Authority Emergency Amendment Act of 2025 modifies the Clemency Board Establishment Act of 2018. It allows the Board to waive the five-year waiting period for pardon applications if the Office of the Pardon Attorney notifies the Board that it will discuss the waiver request. The Board can decline to grant a waiver even with such notification and cannot grant a waiver if the applicant is on probation, parole, or supervised release. The Board must provide written notice of its decision to the applicant.
