Pretrial Detention Amendment Act of 2025

As introduced, Bill 26-188 would remove the sunset date of certain pretrial detention provisions in the Secure DC Omnibus Amendment Act.

Case Closure and Witness Support Amendment Act of 2025

As introduced Bill 26-27 would, among other things, set a minimum payment of $50,000 for any person who provides information that leads to the adjudication or conviction of the person(s) responsible for committing any homicide in the District of Columbia. It would also require the Comprehensive Homicide Elimination Strategy Task Force to submit to the Council a report on the District’s programs and policies for witness protection and assistance.

Kidnapping Amendment Act of 2025

As introduced, Bill 26-203 would revise and establish definitions for key terms in the District’s kidnapping statute. It would create 1st degree and 2nd degree kidnapping as offenses as well as criminal restraint for knowingly and substantially confining or moving a person without proper consent. It also establishes defenses for certain circumstances involving minors, transportation workers, and commercial activities.

Furthering Admissions Inclusion and Representation (FAIR) Act of 2025

As introduced, Bill 26-218 would prohibit the Mayor from issuing a license, permit, award for a government-issued project, contract, or a grant to a higher education institution if it administers a legacy or donor preference in admissions. It would require a higher education institution to submit, on an annual basis, a report of District residents and graduates of a local education agency that applied, were admitted, and enrolled into a higher education institution in the District.
