The SOUL Amendment Act of 2025 allows neglected youth in District of Columbia foster care to establish a legal relationship with a support family. SOUL stands for Support, Opportunity, Unity, Legal Relationships. The Family Court can establish a support family if it is in the youth's best interest. A support family can include caregivers and supporters. The Family Court retains jurisdiction over support family orders until the youth turns 21. The Mayor can make subsidy payments to support family members.
