Delaware SB71 amends Title 18 of the Delaware Code to allow individuals enrolled in Medicare Advantage plans to switch to Medicare supplement policies during open enrollment periods. It prohibits issuers from denying or conditioning the issuance of Medicare supplement policies based on health status, claims experience, receipt of health care, or medical condition. The bill also mandates that issuers notify enrollees of the open enrollment period and any modifications to benefits or premiums at least 30 days before the period begins.
