Delaware SB64 amends the Regional Greenhouse Gas Initiative to adjust the allocation of CO2 allowance auction proceeds.

Delaware SB64 amends Title 7 of the Delaware Code to modify the allocation of proceeds from the auction of CO2 allowances. Sixty-five percent of the proceeds will go to the Sustainable Energy Utility (SEU) to support energy conservation, efficiency, and renewable energy initiatives. Ten percent will be directed to greenhouse gas reduction projects, chosen through a competitive proposal process. Additionally, 15% of the proceeds will benefit low-income consumers, with 10% allocated to the Weatherization Assistance Program (WAP) and 5% to the Low Income Home Energy Assistance Program (LIHEAP).
