Delaware SB321 amends Title 26 of the Delaware Code to introduce consolidated billing for community energy facilities. This bill mandates that electric public utilities offer consolidated billing for all residential and small-to-mid-sized commercial subscribers. Consolidated billing requires the utility to include the monthly subscription charge of a community energy facility on the subscriber’s utility bill and remit payment to the Subscription Coordinator. The Delaware Public Service Commission must adopt regulations for consolidated billing by April 1, 2027.
