Delaware SB288 amends Title 26 to grant the Delaware Public Service Commission authority over the resiliency, reliability, and public safety of broadband and VoIP networks. The Commission must establish standards for network resiliency, public safety, and quality, including requiring internet service providers to report network reliability, outage incidents, and recovery plans. Providers must also maintain safe networks for emergency operations and submit semi-annual reports to the Commission.
