SB276 amends Chapter 1, Title 26 of the Delaware Code to revise regulations governing exempt electric cooperatives. The bill specifies that cooperatives have the right, but not the obligation, to provide electric supply service to customers with a projected monthly demand of more than 50MW. It also mandates that cooperatives must provide service to all customers within their designated territory who have no choice regarding electric suppliers, unless they have implemented a restructuring plan for retail competition.
