SB213 amends Title 16 of the Delaware Code to modify the hospital budget review process and performance improvement plans. Hospitals that have not shown sufficient progress or failed to submit an acceptable performance improvement plan must submit their next fiscal year's budget to the Board for review and approval. Hospitals must submit audited financial statements to the Board within 30 days of their finalization, starting with those for 2023. The Board must convene at least one public hearing per hospital annually to review budgets and performance improvement plans.
