Delaware SB164 amends Title 19 of the Delaware Code to establish a health-care payment system for workers' compensation. The system aims to reduce overall medical expenditures for workers' compensation-related injuries by 33% by January 31, 2017, and by 20% by January 31, 2015. The Workers' Compensation Oversight Panel will create a fee schedule based on the Resource Based Relative Value Scale or equivalent scales. The maximum allowable payment for health-care-related payments will be the lesser of the healthcare provider's actual charges or the fee set by the payment system.
