Delaware SB106 requires each school district and charter school to establish a policy on cell phone use by students during school hours, with input from educators. The policy must include clear guidelines on acceptable use, restrictions during instructional time, designated times and places for cell phone use, communication guidelines between schools, parents, and students, consequences for policy violations, and exceptions for emergencies and accommodations. Schools must provide their policy to the Department and post it on their websites.
