Delaware SB103 modifies Title 29 of the Delaware Code to establish prevailing wages for public works projects. The bill mandates that the prevailing wage for laborers and mechanics be set at rates from collective bargaining agreements or, if none exist, from the highest rates over the past four years. For projects exceeding $500,000 for new construction or $45,000 for alterations, repairs, or demolitions, the wage rates must be specified in the contract. The Delaware Department of Labor, Division of Industrial Affairs, will conduct annual wage surveys to determine these rates.
