Amends House rules to allow remote participation in special sessions by members using electronic communication.

The bill amends the rules of the House of Representatives to allow members to participate remotely in special sessions using electronic communication. Members must use technology that allows all participants and the public to see them when recognized. If a technological failure prevents the use of the camera, members can still participate if other criteria are met. Members must restate their names before speaking and all votes must be taken by roll call. The Speaker must interpret and apply rules to accommodate remote participation while maintaining the same legal effect as physical presence.
