Delaware HB91 amends Title 14 of the Delaware Code to mandate that public schools participating in the School Breakfast Program offer free breakfasts to all students, regardless of household income. The Department of Education will reimburse schools for these free breakfasts, with a limit of one free breakfast per student per meal service. This change does not apply to schools participating in the Community Eligibility Provision or other specified provisions. The Act takes effect immediately and is set to be implemented starting July 1, 2026.
