Amends Delaware primary election dates and procedures for candidates and voters.

This bill amends Delaware Code to change primary election dates and procedures. Primary elections will now be held on the second Tuesday after the first Monday in September. Candidates must request a criminal history background check before giving notice of candidacy. The deadline for notifying candidacy is moved to the second Tuesday in July. The bill also allows voters to change their party affiliation during a specific period before the primary election. These changes apply to all primary elections after December 31, 2026.
