Delaware HB53 amends Title 26 of the Delaware Code to improve telecommunications services and devices for persons with deafness, hearing loss, or speech disabilities. The Delaware Office of the Deaf and Hard of Hearing is directed to administer a program providing access to public telecommunications services using analog communication devices and to supply assistive devices. The Department of Technology and Information must provide a statewide telecommunications relay service. Telephone corporations must impose a surcharge to recover costs, with funds deposited in a special fund.
