Delaware HB50 amends energy assistance programs, directing CO2 allowance proceeds to low-income consumers and establishing the Delaware Energy Fund.

Delaware HB50 amends Titles 7 and 29 of the Delaware Code to enhance energy assistance programs. It directs 15% of CO2 allowance proceeds to low-income consumers, with 10% going to the Weatherization Assistance Program and up to 5% to the Low Income Home Energy Assistance Program. The Delaware Energy Fund, administered by the Sustainable Energy Utility, provides financial assistance to residents with household incomes below 350% of the federal poverty level. Recipients must participate in energy savings and efficiency programs.
