Delaware HB470 amends Title 26 of the Delaware Code to regulate public utilities and battery energy storage systems.

Delaware HB470 amends Title 26 of the Delaware Code to mandate that electric distribution companies maintain safe, efficient, sufficient, adequate, and reliable facilities and services. The bill requires these companies to implement procedures ensuring electric suppliers deliver energy in adequate amounts to meet their customer obligations. It allows the Delaware Public Service Commission to require Delaware Public & Light (DP&L) to develop and implement demand-side management programs aimed at reducing electricity consumption and usage during peak periods.
