This bill amends Title 24 of the Delaware Code to revise the parental consent requirements for minors seeking an abortion. It mandates that a physician or other medically authorized person must give at least 24 hours' notice to a parent, grandparent, or licensed mental health professional before performing an abortion on an unemancipated minor. The bill also allows a Family Court to waive the parental consent requirement if the minor is deemed mature and well-informed or if obtaining consent is not in the minor's best interest, such as in cases of abuse or neglect.
