The bill introduces new general permits for minor road crossings and bank stabilization in tidal subaqueous lands, and for the use of pilings in nontidal subaqueous lands under certain conditions. It also establishes a general permit for voluntary aquatic habitat restoration projects and for small residential docking structures of no more than 300 square feet.
