The Delaware Interscholastic Athletic Association (DIAA) must develop regulations for secondary and middle school interscholastic athletics, including procedures for investigating and penalizing violations, interpreting regulations, and determining the existence of violations. The regulations must also require all officials' associations to maintain background check records and provide them to DIAA. Students must complete annual sportsmanship and anti-harassment training, and coaches and officials must undergo background checks.
