Delaware HB447 amends Title 14 of the Delaware Code to create child care affordability initiatives. The Interagency Resource Management Committee (IRMC) will coordinate planning, program development, and funding for these initiatives. The IRMC will also establish guidelines, eligibility criteria, enrollment procedures, and payment methodologies to minimize administrative burden for families and child care providers. The IRMC may contract for necessary program functions and can use state, federal, and other funds for implementation.
