Delaware HB384 amends Title 29 of the Delaware Code to allow the Department of Transportation to use an open-end contract process for highway construction and reconstruction projects. This process permits the Department to designate one or more locations for projects to be completed within a defined period, not exceeding 35 years. Payments for the work are calculated on a unit price/item basis during the contract period.
