Delaware HB384 amends Title 29 of the Delaware Code to allow the Department of Transportation to use open-end contracts for highway construction and reconstruction projects. These contracts, also known as indefinite delivery or indefinite quantity contracts, can be used for up to 35 years and cover multiple locations. The Department can use this contract process for up to 25% of its total authorized capital improvement budget for the applicable fiscal year.
