Delaware HB351 amends Title 21 of the Delaware Code to regulate vehicle security circumvention devices. The bill prohibits the manufacture, sale, offer to sell, transfer, or possession of these devices, which include motor vehicle key programming devices, emulating devices, and relay attack devices. Exceptions are made for authorized entities such as law enforcement officers, National Insurance Crime Bureau employees, licensed motor vehicle dealers, motor vehicle distributors, motor vehicle or lock manufacturers, motor vehicle mechanic shops, locksmith companies, and repossession agencies.
