Delaware HB311 amends Titles 24 and 25 of the Delaware Code to establish a Rights and Responsibilities Guide for Landlords and Tenants. This guide, drafted by the Delaware Real Estate Commission, must be provided to prospective tenants before entering into a rental agreement and at each renewal for a term of one or more years.
