Amends Delaware Code to allow municipalities with a population of 50,000 or more to set stricter rules for new off-premises alcohol sales.

This bill amends Title 4 of the Delaware Code to allow municipalities with a population of 50,000 or more to create more restrictive rules for the location of new establishments selling alcohol for off-premises consumption. The Commissioner must refuse to grant a license to any such establishment that does not comply with these municipal ordinances.
