Amends Delaware Code to adjust New Castle County Council district boundaries and terms.

This bill amends the Delaware Code to adjust the boundaries and terms of New Castle County Council districts. It mandates the County Council to redistrict the county into 13 districts following the 2030 U.S. Decennial Census. The terms of council members in districts 7 through 12 elected in 2028 will end in 2032. The County Council will elect a President pro tempore after each general election. The President of the County Council will be elected by a countywide ballot and will serve a term of four years. The bill also outlines procedures for filling vacancies in council positions.
