Amends Delaware Code to establish a victim advocate privilege, protecting confidential communications between victims and advocates.

This bill amends Title 10 of the Delaware Code to establish a victim advocate privilege, protecting confidential communications between victims and advocates. The privilege can be claimed by the victim, the victim's parent, guardian, or custodian, or the victim advocate themselves. It does not apply if the defendant can show that the information cannot be obtained elsewhere, if the defendant sought the victim's consent, if the defendant precisely identified the information sought, or if the defendant articulated a compelling basis for the information.
