Delaware HB166 amends Title 11 and Title 16 of the Delaware Code to redefine and penalize possession and dealing of child pornography and sexual abuse material. The bill specifies that possession of any visual depiction of a child engaging in a prohibited sexual act is a class F felony. Dealing in such material is classified as a class B felony, or a class D felony if the act involves "partial nudity." The bill also updates the criteria for sex offender risk assessment tiers and the classification of certain felonies as violent.
