Delaware HB150 amends Title 10 of the Delaware Code to prohibit civil arrests in courthouses and at administrative proceedings of the Delaware Industrial Accident Board. Exceptions are made for arrests made pursuant to a judicial order or when a law enforcement officer provides written notice to the presiding judge or administrative officer in advance. The bill also allows for writs of habeas corpus for those unlawfully arrested and permits civil action for damages against those who knowingly violate the prohibition.
