Colorado SB192 amends the producer responsibility program for statewide recycling to provide producers with an administrative appeals process to contest the eco-modulated dues assessed against them. Producers who have paid dues and participated in mediation can request a hearing before the producer responsibility program for statewide recycling advisory board. The advisory board must hold the hearing and issue written recommendations to the department of public health and environment. The department then reviews the recommendations and decides whether to approve or reject them within 45 days.
