The bill mandates that applicants for an initial special services license as a school counselor must hold a master's degree or higher in school counseling from an accredited institution of higher education, consisting of at least 48 graduate semester credit hours. This change aims to ensure that school counselors possess the necessary knowledge and skills to support students effectively, particularly in addressing social, emotional, and behavioral health needs.
