Modernizes the Regional Transportation District governance structure and operations.

The bill modernizes the Regional Transportation District (RTD) by changing the composition and powers of its board of directors. Beginning January 1, 2029, the RTD board will consist of 9 members: 5 elected and 4 appointed by the governor. The governor will appoint 2 members from a list of nominees provided by the Denver Regional Council of Governments and 2 at the governor's discretion. The bill also increases the salary of board members and requires the RTD to contract with a third party to develop a comprehensive plan for serving riders with disabilities.
